The T-16 Skyhopper is a high-speed transorbital pleasure craft, that is the kind of vehicle that every young hot-rodder wants to have in his garage. For many wishing to learn to fly, the T-16 is the most popular even though it is an older design. For Incom Corporation, this airspeeder has been a huge success for them. The T-16 was designed to be fast and easy to handle, hence the T-16's trademark for high speed. Its distinctive triwing design helps stabilize the T-16 at high speeds, although its forward stabilizer fin blocks the pilot's field of view. The forward stabilizer can be an unnerving experience to the inexperience pilot, however, the heads-up tactical holodisplay flawlessly projects a simulation of the obscured terrain.

Steering the lightly-structured craft is accomplished through an advanced gyro-stabilizer system, since ailerons and rudders could not provide sufficient control. As a result, the craft is amazingly manoeuvrable, thus it can make incredibly sharp turns without decelerating and can make amazing vertical climbs upon demand. This system helps keep the pilot in control, even in complex high-gee manoeuvres. On the remote planet of Tatooine, these craft are primarily used as sports vehicles. Nonetheless, the Skyhopper has an operation ceiling higher than most similar craft.

The Skyhopper's cockpit has two sections, one for the pilot and one for the passenger. Its ion afterburners in addition to its standard repulsorlift engine, enables this vehicle to achieve suborbital flight. Persons enter this vehicle through the windshields, which lift upwards to allow access to the pilot and passenger compartments. The T-16's onboard control computer is compatible with most astromech droids, allowing easy maintenance and short down time. The sensor above the cockpit is the airspeed sensor, while below the cockpit pointing aft is the fuel dump port. Also, located in near the fuel dump port is the gravity/inertia damper coils.

These craft are the mainstay in planetary militias and police forces across the Galaxy. The laser targeting system is used to train pilots for gunnery and bombing runs. For police usage, the craft is used for patrol and pursuit and with the T-16's extreme manoeuvrability makes a felon's escape difficult. With laser cannons and armour, it makes them lethal enforcers of Imperial Law. Planetary militaries also use the Skyhopper, but they add on a heavy duty laser cannon. Unfortunately, T-16s have been used as T-65 X-Wing trainers on occasion, since the craft's flight control arrangement and responsiveness are quite similar to that of the starfighter.
